Rochford District Council needs to develop "clear priorities" in its leisure services, according to a report by the Audit Commission.
The commission carried out an inspection of the council's leisure services and awarded the area one star because there was a reasonable range of provision across the district and users showed a high level of satisfaction.
However, the report added facilities looked dated and were in need of attention and renovation.
