More than 3,000 voters have not received their polling cards for today's Tendring Council by-election.
The by-election is being held for the Alresford, Thorrington and Frating ward following the resignation of Labour councillor Margaret McGann.
Today Tendring Council appealed to residents to use their voting rights. A spokesman said: "Whilst it is obviously seen as a useful reminder for electors, given the detailed information it contains, the poll card itself is not essential to the actual process of casting a vote."
Consignia was unavailable for comment today.
Candidates are Terry Ripo (Lab), Gary Scott (Lib Dem) and Neil Stock (Con)
