A cycleway is to be constructed between Springwood Drive and Panfield Lane, Braintree, completing the route that was started 10 years ago.
In 1990, a three-metre asphalt path was constructed along part of the route, but the remaining 70 metres was not improved and its rough surface has been the subject of complaints.
At a Braintree District Council area planning committee meeting, councillors heard how Essex County Council had allocated £25,000 from its local transport plan to provide a footpath and cycleway along the whole route.
It was also brought to the council's attention, through consultation with the police and a cyclists' touring club, that lighting would be advisable along the route.
It is thought that this would cost an additional £20,000, and Essex County Council offered to provide this as well if Braintree members deemed it necessary.
Councillor David Mann said: "I support this report as we need to have this additional work done on the stretch of cycleway, and to see it lit will be on community safety grounds."
Cllr Barbara Buchan said: "I am pleased to see that community safety is being taken into account by having these lights fitted."
Councillors approved the cycleway with lighting, and it is hoped that it will be built by March next year.
