About 500 new jobs could be created if a major development scheme gets the go-ahead.
But Corporate Investment's application to transform open land in London Road, Stanway, into a new 12,000-square metre Homebase store, a 2,800-square metre garden centre, an office complex, and a base to sell cars, boats and caravans is to go to a public inquiry.
Developers have also drawn up details of a £500,000 public transport package, which includes new bus stops, toucan crossings and money for better services, information and measures to control traffic.
Because Colchester Council did not decide whether to approve or reject the plans, Corporate Investments lodged an appeal.
It means the matter will now go to a public inquiry early next year.
