An extension to a seafront casino would block views of the estuary from Southend's public gardens, planning officers claim.
They are advising councillors to turn down a bid by Westcliff Leisure Centre on Western Esplanade to build offices onto its property, when they meet on Wednesday.
Agents for the casino have said 11 members of staff will work in the offices but the drawings show room for 26 staff.
The first floor extensions would also add 2.5 metres to the building's height. Planning policy for the area states the seafront should be protected and enhanced with development strictly limited to the replacement of kiosks and improvement of beach huts and other recreational buildings.
