Rochford District Council has joined forces with Essex Police, Essex County Council, the probation service and the health authority to reduce people's fears about crime.
It was launching its crime and disorder strategy today at the Freight House in Bradley Way, Rochford.
The strategy aims to deal with people's fears of burglary, speeding, illegal parking, domestic violence and crimes relating to drug and alcohol abuse.
A Rochford District Council spokesman said: "Working together in the true spirit of partnership will address the key issues directly relevant to people in their local setting and improve their sense of personal safety and quality of life."
