The former Maldon Cycling Club member booked his place in the Olympic Development Programme after proving his worth on the track.
Racing in Manchester in September, Dowsett and his fellow Brentwood-based Gelendene Cycle Club team-mates Matt Rowe and Jonny Bellis picked up a silver medal in the senior national team 4,000 metres pursuit race with a world class time of four minutes 25.8 seconds, despite only having limited time to train as a team.
Dowsett will be joined by another Glendene team-mate, Russell Hampton, on the course where over the winter they will be working closely with the Great Britain coaches.
They will be preparing themselves for next year's racing events where they will be taking part in World and European standard road and track races as well as some major international junior races representing Great Britain.
