The public could once use the road through Essex University.
When Colchester Council was asked to help maintain it, the council refused, so the university closed the road to the public.
Since then, a bridge has been built at The Hythe, which means if the road was still used by the public, it would have taken away the hold-ups on Clingoe Hill in the mornings and evenings.
So, instead of disrupting the traffic on Clingoe Hill, as is planned by Colchester Council, let the university use the Tesco roundabout for access to its new buildings.
