Colchester Council hopes an affordable housing scheme on the site of former garages will set a precedent for future proposals.
The council's planning committee gave the green light to the scheme in Darwin Close, Old Heath.
It had heard the site had become a major problem with littering and anti-social behaviour before and since the garages there had been pulled down.
